(Kent Porter \/ The Press Democrat)<\/figcaption><\/figure>\n<p>The struggle is taking place as the entity with a dominant stake in the river for generations, Pacific Gas &amp; Electric Co., seeks to give up in Lake and Mendocino counties its network of Eel River dams and a linked hydropower plant. The move has triggered a federal review that has pitted the tribes, together with environmental groups in favor of dam removal, <a href=\"https:\/\/www.pressdemocrat.com\/2025\/03\/22\/battle-lines-drawn-months-before-pge-submits-final-application-to-decommission-potter-valley-hydropower-plant-3\/\">against farming interests, reservoir supporters and the Trump administration<\/a>, which has taken a dim view of dam demolition.<\/p>\n<p>The tribes never had much of a say when those dams went up starting 118 years ago, but they have been heavily involved in talks in recent years geared to planning for the future of the Eel River. Due to a century-old diversion that links the Eel River to the Russian River in the south \u2014 and to farms and about 100,000 residents who rely on the upper Russian for drinking and irrigation supplies \u2014 those talks have drawn in a host of sometimes competing interests, including counties and farm and fishery groups with a wider scope of interest across the North Coast.<\/p>\n<p>Our \u201cwater rights were completely ignored,\u201d Parker said of his ancestors. \u201cThe Round Valley Indian Tribes were very much in survival mode when the dams were built and the diversions began.<\/p>\n<p>\u201cIt started in 1905 when W.W. She warned that \u201cif this plan goes through as proposed, it will devastate hundreds of family farms and wipe out more than a century of agricultural tradition in Potter Valley. We started to figure out what would be beneficial for everyone.\u201d<\/p>\n<p><a href=\"https:\/\/www.pressdemocrat.com\/2025\/04\/29\/amid-pleas-to-santa-trump-dam-removals-remain-on-track-as-feds-rule-out-takeover-of-pges-potter-valley-plant\/\">But the deal has many staunch opponents<\/a>, and few more visible these days than Cloverdale Vice Mayor Todd Lands, who has made his opposition to the pact and to dam removal a central part of his campaign for a seat on the Sonoma County Board of Supervisors. In January, he accompanied Secretary Rollins at an American Farm Bureau Federation conference in Anaheim, speaking out against the two-basin solution and appealing to the Trump administration to intervene.<\/p>\n<p>\u201cThe two-basin solution does not guarantee water,\u201d Lands told The Press Democrat. (Kent Porter \/ The Press Democrat)\n<\/div><a href=\"#\" class=\"icon-enlarge mng-gallery-fullscreen-expand\" aria-label=\"Expand fullscreen slideshow\"><span>Expand<\/span><\/a><\/div><\/div>\n<p>\u201cThis will cause drought conditions, not allow cities to replenish their water systems for fire and public use, and cause disease in the (Russian) river basin,\u201d Lands said. \u201cPeople will have to decide between showers and laundry and will not be able to have their own gardens as a food source.\u201d<\/p>\n<p>He also echoed shared concerns among dam removal opponents that the Round Valley Indian Tribes would cease all diversions \u201cif the goals of the water supply and fish in the Eel River are not met.\u201d<\/p>\n<p>Those fears were inflamed in December when a California-based attorney for the Round Valley Indian Tribes told a group of Potter Valley farmers that diversions would one day end \u2014 comments that were <a href=\"https:\/\/www.americaunwon.com\/p\/no-dams-no-water-round-valley-indian?fbclid=IwY2xjawPqIu5leHRuA2FlbQIxMQBicmlkETFQMHR3ZjFOc0ZaY0RxT1RJc3J0YwZhcHBfaWQQMjIyMDM5MTc4ODIwMDg5MgABHlsbS5GWgvQJDpHzoshPnFgJnRjLmp-YjWyp9VRZKh_iU89wFf_nnATlMDGo_aem_gWSGS670Nc0BibR9JWg6MQ\">caught on video and circulated widely<\/a>.<\/p>\n<p>In an interview with The Press Democrat, Bezdek, the tribal attorney based in Washington, D.C., sought to clarify that statement.<\/p>\n<p>\u201cObviously if the fishery doesn\u2019t recover, that will be a problem for us,\u201d he said. \u201cBut we believe the best science is available and it says that we can do this.\u201d<\/p>\n<p>Parker and Russ elaborated.<\/p>\n<p>\u201cWe believe everything is integrated,\u201d Russ said. \u201cThe other side is saying we are putting fish before people. But we need healthy fish for a healthy balance for people. (Alexandra Hootnick\/The New York Times)<\/figcaption><\/figure>\n<p>Sonoma County Supervisor David Rabbitt, who has close ties to the region\u2019s farming industry, <a href=\"https:\/\/www.pressdemocrat.com\/2025\/07\/14\/sonoma-county-officials-try-to-assuage-water-shortage-fears-sparked-by-potter-valley-project-decommissioning-plan-2\/\">has heard the concerns of those opposed to dam removal<\/a>, including their fears the tribe will end all diversions.<\/p>\n<p>He isn\u2019t buying that claim.<\/p>\n<p>\u201cThere\u2019s no automatic termination and no single entity can end diversions,\u201d Rabbitt said. \u201cThe whole thing is a collaborative effort.\u201d<\/p>\n<p>Rabbitt, who read the Round Valley Indian Tribes\u2019 letter, said he supported their effort \u201cto set the record straight\u201d and \u201cestablish a position within all the noise that\u2019s going on. That\u2019s vitally important.\u201d<\/p>\n<p>At the same time, he understood people\u2019s fears and reservations.<\/p>\n<p>\u201cI will admit, I\u2019m not a huge fan of taking down dams, but ultimately it isn\u2019t my decision,\u201d he said. \u201cBut then it\u2019s \u2018OK, what happens if you\u2019re on your soapbox in the corner, it comes down and there\u2019s no agreement for diversion? Then what?\u2019<\/p>\n<p>\u201cWe have to move forward.\u201d<\/p>\n<p>Rabbit is board president of the entity created by the pact outlining a post-dam future, the Eel-Russian Project Authority. Its aim for fish, he said, is \u201cmaking sure both runs\u201d \u2014 the Eel\u2019s and the Russian\u2019s \u2014 \u201care healthy. Our goal is to keep the diversion active and to do it in a responsible, collaborative way.\u201d<\/p>\n<p>Parker said collaboration is key and he shared his hope the Trump administration will work with the tribes and Eel-Russian Project Authority.<\/p>\n<p>A spokesperson for the Department of Agriculture said it had received the tribes\u2019 letter\u00a0and \u201clooks forward to formally responding to President Parker on this important topic.\u201d The Department of the Interior declined to comment.<\/p>\n<p>Bezdek said both secretaries have reached back out to him and are trying to coordinate dates to discuss a way forward.<\/p>\n<p>\u201cWe were here before Sonoma County and Mendocino County and we will be here after they are gone,\u201d Parker said. \u201cPG&amp;E\u2019s decision to decommission the project is a once-in-a-lifetime opportunity to bring fairness.
